User Fees & Charges By-law: Reduced Rate Eligibility Feedback Form

Thank you for taking the time to learn about the proposed changes to reduced rental rates. We appreciate your ongoing contributions to the Township’s community and the important role your group plays in fostering recreational uses of the facilities. We are sharing this with you as your organization may be impacted. Your feedback is valued and will be considered by Council as part of the review of the 2026 User Fees and Charges By-law.

Every year, Township staff reviews its User Fees and Charges By-law. As part of that review, a benchmarking analysis is conducted looking at reduced rate eligibility in comparison to Cambridge, Centre Wellington, Erin, Guelph, Guelph Eramosa, Hamilton, Mapleton, Milton, Minto, Wellington County and Wellington North.

What reduced rates does the Township currently offer to eligible user groups?

The Township’s 2025 User Fees and Charges By-law states that:

  • A 75% reduced rate shall apply to organizations that meet the criteria
  • A 90% reduced rate shall apply to Seniors’ Events or Programs that meet the eligibility criteria

What was found through the benchmarking analysis?

Through this analysis, it was found that:

  • Reduced rates are not offered for seniors’ community events in any comparator municipalities
  • Reduced rates are not offered for seniors’ recreation programming in any comparator municipalities
  • Reduced rates for all other organizations (e.g. minor sports) range from 30% to 50% in some comparator municipalities

What is being recommended for reduced rates as part of the 2026 User Fees and Charges By-law?

The proposed changes include a phased in approach over two years for current eligible user groups as follows:

  • Seniors’ recreation programming will receive a 70% reduced rate in 2026 and a final 50% reduced rate in 2027 and beyond
  • All other organizations will receive a 62.5% reduced rate in 2026 and a final 50% reduced rate in 2027 and beyond

How would this impact a facility rental cost?

Using the fees from the 2025 User Fees and Charges By-law, the below chart provides a comparison of facility rental rates and the recommended reduced rental rates.

Please note that the minimum facility rental period is one (1) hour for all Puslinch Community Centre and Optimist Recreation Centre Facilities and Parks, however the Township is required to schedule staff for a minimum of (3) three hours in accordance with legislation. This results in additional labour costs ranging from $63.00 to $190.00. If rentals extend beyond three hours, the labour costs increase accordingly.
